Learn How To Become Certified
Minority and women businesses interested in being certified by the
PA Unified Certification Program (PA UCP) must submit an application
to one of the Certifying Participants.
Instructions and applications are available for your convenience on
this website and may be printed. Applications may also be obtained
by contacting any of the Certifying Participants.
The application must be mailed or physically delivered to one of the
Certifying Participants. The application must be signed and notarized.
The application must also be complete and include all of the supportive
documentation. All applications will be reviewed and verified.
Additional information may be requested and an on-site interview will
be conducted prior to a final decision.

Please be advised that the PA UCP is not required to process an application
for certification from a firm having its principal place of business outside
the State of Pennsylvania. If your firm’s principal place of business is
outside of Pennsylvania, the Unified Certification Program in that State must
first certify your firm. In the event that your State’s Unified Certification
Program is not approved by U.S. Department of Transportation, the PA UCP may
accept your current certification from your State’s Department of Transportation
or another agency within your State certifying in accordance with 49 CFR Parts 23 & 26.
